5.20 Additional Environmental Investigations And Required Permits

5.20 ADDITIONAL ENVIRONMENTAL INVESTIGATIONS AND REQUIRED PERMITS
5.20.1 ADDITIONAL INVESTIGATIONS AND SURVEYS
The DEIS was completed coincident with the MIS. The
MIS included conceptual engineering based on limited topographic information.
Several detailed environmental and cultural field surveys were deferred
to the preliminary engineering/FEIS project stage with the concurrence
of the agencies participating in the Agency Coordinating Meeting group.
Table 5.20.1 lists the environmental and
cultural field and analytical work that will be completed as part of preliminary
engineering/FEIS.
5.20.2 REQUIRED PERMITS AND APPROVALS
The following permits and approvals will be needed
before construction of the Schuylkill Valley Metro can begin. Coordination
activities with federal and state agencies and municipal governments for
these permits and approvals should begin during preliminary engineering
and be completed during final design.
FEDERAL

United States Army corps of Engineers (COE), under
Section 404 Permit (wetlands, stream crossings)

FEMA Letter of Map Revision

USDOT Section 4(f) approval (parks, historic sites)
STATE PERMITS
-
The Pennsylvania Department of Environmental Protection
(PADEP) works cooperatively and jointly with the COE under a Memorandum
of Agreement. The Dam Safety and Encroachment Act, Floodplain Management
Act, and regulations promulgated pursuant to these acts (25 Pa. Code, Chapter
105 and 106) regulates activities in floodplains, wetlands, all water obstructions
and encroachments, and all flood control projects. The following permits
and licenses will be required by the PADEP:

Water Obstruction and Encroachment Permit

Floodplain Permit

Wetlands Encroachment Permit

National Pollutant Discharge Elimination System (NPDES)
Permit (for construction activities)

Water Quality Certification
The Pennsylvania Museum and Historical Commission issues
approvals (Section 106) for Historical Architectural and Archeological
resources.
LOCAL
Each municipality has a specific land development
process based on the Pennsylvania Municipal Planning Code (MPC). The development
of new Schuylkill Valley Metro stations will be require SEPTA and BARTA
to go through the land development process which includes, but is not limited
to, traffic impact studies.
