  1. The Berks County Planning Commission used EPA's Mobile 5a_H to calculate 2017 summer emission factors for
  2. carbon monoxide (CO), nitrogen oxides (NOx), and volatile organic compounds (VOCs), which was the latest year available.

  3. The Delaware Valley Regional Planning Commission used EPA's Mobile 5a_H to calculate 2020 summer emission factors
  4. for carbon monoxide (CO), nitrogen oxides (NOx), and volatile organic compounds (VOCs) by county.

  5. The emission factors for particulate matter with less than 10 micron diameter (PM10) are based on average emission rates by
  6. vehicle class derived from U.S. EPA, "National Air Pollutant Emission Trends Update: 1970-1997" (EPA 454/E-98-007).

The emission factors for the vehicle classes were weighted based on the vehicle type mixes in the study region.

  7. The Delaware Valley Regional Planning Commission and Berks County Planning Commission provided the average
  8. vehicular speeds to calculate the emission rates.

  9. The default emission factors for rail diesel locomotives from, "Technical Guidance on Section 5309 New Starts Criteria,"
  10. U.S. Department of Transportation Federal Transit Administration Office of Planning, July 2000 were used.

  11. The default emission factors for greenhouse gases as CO2 from, "Technical Guidance on Section 5309 New Starts Criteria,"

U.S. Department of Transportation Federal Transit Administration Office of Planning, July 2000 were weighted to the vehicle

type mixes.

  1. The actual energy use factors and the default energy use factors for passenger vehicles and heavy duty motor vehicles from

Figure 5.6, "Technical Guidance on Section 5309 New Starts Criteria", U.S. Department of Transportation Federal Transit

Administration Office of Planning, July 2000 were employed to calculate energy consumption in determining greenhouse gas

emissions.
