In 2002, SEPTA released the final MIS/DEIS (Major Investment Study / Draft Environmental Impact Statement) for the Schuylkill Valley Metro project. The information below is derived from the executive summary of that report found at svmcoalition.com.

6 "MetroRail" 
MetroRail from Reading (Wyomissing) to Center City via East Falls and Cynwyd, running through Center City Tunnel, with branch to King of Prussia. MetroRail is a completely new kind of rail service which uses FRA-compliant electric vehicles with light rail service characteristics. This kind of service has not been used anywhere before. FRA compliance usually means heavier rail cars, while light rail implies lighter vehicles and lighter rail for better acceleration and braking and lower maintenance costs.
According to the study, MetroRail service would include:
- 15 minute peak headways
- 30 minute off-peak headways
- High-level station platforms
- FRA compliance for sharing tracks with commuter and freight trains
- Electric propulsion
- Automatic doors at quarter-points of vehicle
- One-person operation
- Proof-of-payment fare system
